Will converting JPG to ICO lose quality?
ICO is lossless, so the converted image keeps every pixel of the original (any detail already lost in the JPG can't be recovered).
Is it free?
Yes. The free plan converts up to 3 files at a time, up to 50 MB each. Note05 Pro ($5/month) removes ads and raises the limits to 100 files and 2 GB per file.
